This notice relates to a preliminary market consultation. The Restoration and Renewal Delivery Authority has developed a draft Client Partners Procurement Strategy that envisages the appointment of various Client Partners to provide services and undertake key roles in the successful delivery of the R&R programme. As part of the ongoing procurement strategy development process, the Delivery Authority wishes to gather the views of companies that may be interested in providing client support services.

two.2.4) Description of the procurement

The Palace of Westminster Restoration and Renewal Programme (R&R Programme) is the biggest heritage restoration project ever undertaken in the UK. It offers suppliers, service providers and contractors a unique opportunity to contribute towards saving the seat of parliamentary democracy The Restoration and Renewal Delivery Authority Ltd (the Delivery Authority) is a company limited by guarantee, established for the purpose of fulfilling those duties set out in s.3(4) of the Parliamentary Buildings (Restoration and Renewal) Act 2019. It works to the specifications set by the Parliamentary Works Sponsor Body (the Sponsor Body). The Delivery Authority is in charge of the day-to-day management of contractors and the supply chain and will be the Client for the contracts The Delivery Authority is undertaking a preliminary market engagement relating to the Delivery Authority's proposed approach to the procurement of Client Partners to help successfully deliver the Houses of Parliament Restoration and Renewal (R&R) programme. The client support required by the Delivery Authority is expected to cover a wide range of functions including:

•Architecture

•Design

•Health, Safety, Quality and Environment

•Cost, Time, and Risk Control

•Work Package Procurement

•Project Management

•Delivery Assurance

•Construction Planning and Programming

•NEC Project Manager and Supervisor Roles

•Construction Management

•Contract Management

•Site Security and Access Control

•Management and distribution of PPE

•Worker facilities, including welfare and catering

•Management and distribution of plant and tools on site

•Management of external logistics to the site - management of deliveries by road/river and storage on site

•On site logistics - storage and movement of materials around the site, including by crane

•Site inductions, training and briefings

•Maintaining temporary services to site, electricity, water, etc.

•Waste disposal from site

•Ongoing fire surveillance

The market feedback gained from this preliminary market consultation will be used by the Delivery Authority to help finalise its Client Partners Procurement Strategy.

Closing date for responses to this market consultation is 12:00 noon UK time 9th August 2021. Responses received after this date may not be considered. Additional information and instructions are given in the Briefing Pack and Questionnaire.

Further Information on II.1.5) Estimated total value. This a consultation only - values are not available yet. Various contract packages are envisaged, and values will be confirmed following finalisation of the Client Partners procurement strategy.
