The services to be delivered will include:
• 0-5 Public Health Nursing (Health Visiting).
• 5-16 Public Health Nursing (School Nursing).
• Family Nurse Partnership.
• Best Start, Early Language (formerly Every Child a Talker).
• Oral Health Promotion.
• Health response to Child Protection cases.

We want all children and young people in Southampton to get a good start in life, be happy and healthy and go on to have successful opportunities in adulthood. The evidence is unequivocal that early intervention is the best way to support this and tackle health and social inequalities. A good start in life lays the foundations for better outcomes for children at school, and improved life chances throughout life. This is reflected in Southampton Children and Young People's Strategy 2022-2027.
To achieve the vision set out above, the Council's is intending to commission integrated Public Health Nursing, Prevention and Early Intervention offer to families which align to the Council's in-house provision, in particular Family Hubs, with seamless pathways and a common set of outcomes, delivered through a family centred, strengths-based approach. Key principles include:
• Focus on prevention & early intervention with a whole family approach.
• Building on community capacity.
• Empowering families to seek their own support, find their own solutions.
• Building resilience and positive relationships.
• Evidence based, flexible and consistent.
• Integrated and seamless across all pathways.
• Simple and proportionate.
The services to be delivered will include:
• 0-5 Public Health Nursing (Health Visiting).
• 5-16 Public Health Nursing (School Nursing).
• Family Nurse Partnership.
• Best Start, Early Language (formerly Every Child a Talker).
• Oral Health Promotion.
• Health response to Child Protection cases.
The Council is seeking a Provider with experience in:
• delivering Public Health Nursing, Family Nurse Partnership, Oral Health Promotion, and Speech and Language services.
• hosting specialist community public health nurse (SCPHN) training placements.
• working in collaboration in the delivery of the 0-19 Healthy Child Programme with Family Hubs (formerly Sure Start Children's Centres),
• clinical governance for delivery of health services.
• responding on behalf of health at child protection conference
• uploading data to the Community Services Data Set (CSDS).
• Must have own premises within the City to deliver the Service.
The Health Care Services (Provider Selection Regime) Regulations 2023, Paragraph 10 - The Most Suitable Provider Process is being used to procure this service. This notice will be live for eight working days from the date of publication.
The contract term is for two plus one years, and the total estimated contract value is up to £15,332,277.
