two.1.4) Short description

Worcester City Council is seeking a delivery partner for the operation of Worcester City’s app- based bike share scheme. The Contract will operate with a single Supplier appointed to operate the bike share scheme in accordance with the Council’s specification and contract. The funding model is envisaged to be £500,000 capital funding and £100,000 revenue funding from the Council at the start of the scheme. This is the maximum funding available to the scheme and submissions over this price will not be considered.

The Council is using the e-procurement portal known as the Proactis Pro-Contract portal https://procontract.due-north.com to conduct this procurement exercise.

To gain access to the procurement documents, bidders will need to register their company details at the above website. Once registered, bidders will be emailed a log-in and password, allowing them to gain access to the procurement documents. Bidders will need to search for the invitation under Worcester City Council and then electronically submit an expression of interest and follow the online instructions to view the procurement documents.

two.2.4) Description of the procurement

Worcester City Council is seeking a delivery partner for the operation of Worcester City’s app- based bike share scheme. The Contract will operate with a single Supplier appointed to operate the bike share scheme in accordance with the Council’s specification and contract. The number of bikes to be provided and the approach to deployment will be agreed with the Supplier. The Supplier will provide all equipment and any associated required infrastructure.

The Project aims to provide low-cost access to members of the public who wish to use bikes and to encourage cycling as a viable sustainable travel option. The bike share scheme is aimed at commuters, business travellers, leisure users, tourists, and students.

Bikes and ebikes should form part of the scheme to allow people to make longer journeys and journeys over hillier terrain and make the scheme more accessible.
