two.2.4) Description of the procurement
This is a competitive procurement using a competitive procedure with negotiation style process conducted in accordance with the light touch regime of the Public Contracts Regulations 2015. The competitive procedure with negotiation process provides the opportunity for Nottingham City Council and Nottinghamshire County Council (collectively referred to as the 'Authorities') and Bidders to work together to develop the most appropriate solution.
The procurement procedure is being lead by Nottinghamshire County Council (the 'Lead Authority') and will be conducted in a minimum of two stages: a selection stage and a tender/award stage which may also incorporate additional stages of negotiation after the selection stage and before the tender/award stage. It is anticipated that a minimum of three Bidders will be selected and invited to submit an initial tender although the Authorities reserve the right, in the event of equal scores at the selection stage, to invite more than three Bidders to submit an initial tender. In an instance where less than three bids achieve the minimum standards set out in the procurement documents the Authorities reserve the right to invite fewer than three Bidders to submit an initial tender. The Authorities reserve the right to award after the invitation to submit an initial tender stage, or to limit the number of Bidders progressing to the 'negotiation' and 'invitation to submit a final tender' (ISFT) stages.
Summary of the requirements:
The NNISHS will provide a single, trusted and recognisable brand and name for sexual health in Nottingham and Nottinghamshire. This will be achieved through a high quality locally recognised website, branding and social media presence across Nottingham and Nottinghamshire. NNISHS will provide a full range of sexual and reproductive health services that are open-access, cost effective, safe, non-judgemental and evidence-based. People will choose to access the service through a variety of routes. This includes use of online services to increase access, manage demand and increase convenience for Citizens and face-to-face interaction at accessible times and locations. People using the service will experience high-quality, confidential, inclusive, respectful and person-centred care.
Bidders MUST be CQC registered and will have delivered sexual health services in scope of this requirement within the last 5 years. They must be able to demonstrate a track record in continuous improvement in service delivery and have provided clinical and operational leadership to the wider sexual health system where they operate. The Provider must be able to provide evidence of delivering both in person and online sexual health services and have delivered successful training programmes which support the wider sexual health workforce.
