A new contract is to be awarded to Miles Bramwell Executive Services Ltd ta Slimming World for the Tier 2 Weight Management Service commissioned by the Public Health team within City of York Council and this notice is an intention to award a contract under the Provider Selection Regime (PSR) competitive tender process .
The contract will commence in June 2024 for an initial 12 months with the option to extend for a further 12 months. The estimated annual contract value is £25,000 and therefore including any extension exercise by the council the potential total contract value will be £50,000.

Quality and Innovation (30%)
• An effective service model delivered to achieve the outcomes stated in the service specification for a weight management programme i.e. measured through KPI's and quality measures achieved.
• KPI's are based on outputs and not dependent on the outcomes of the participants such as the weight loss of the individual Service User, with the provider asked to share the effectiveness of their programme with the Council within quarterly reporting schedule
Integration, Collaboration & Service Sustainability (10%)
• ensure consistency of messaging, adherence to national OHID and NICE guidance and provide a reliable and regular service provision for the Service User.
• Group facilitators appropriately trained to deliver this service, includes specific service training as per the recommendations outlined in the UK government guide "A Guide to Delivering and Commissioning Tier 2 Adult Weight Management Services"
Improving Access, Reducing Health Inequalities & Facilitating Choice (10%)
• Service available to residents who have a BMI over 30+ (25+ for some ethnicities), meeting the eligibility criteria.
• Service designed to enable Service Users with additional needs such as learning disabilities to engage with the offer.
• Service Users have a optional online support offer such as an app.
• Service is adaptable, for instance, where government restrictions prevent face to face meeting.
• Service available to 18+ year olds
• Service delivery model will ensure that health inequalities will be minimised and how those who are digitally excluded are able to access the Tier 2 Weight Management service programme offer
Social Value (10%)
• Provider commitment to ensure that opportunities are taken to reduce/minimise workforce inequalities in the local area (for example, pay/gender, under represented groups, workforce progression).
• Inclusion of progressive policies in place to support staff wellbeing such as annual leave, paid sickness leave, commitment to pay the Living Wage Foundation rates of pay
Value/Price (40%)
• The awarded service provider demonstrated value for money.
