HS2 Ltd is intending to procure a Framework Agreement for the provision of Land Referencing. The purpose of this Periodic Indicative Notice ('PIN') is to invite potential suppliers to participate in market engagement with HS2 Ltd in order to inform the development and finalisation of the proposed procurement and contracting approach.

Further information on the intended approach and how potential suppliers can participate in HS2 Ltd’s market engagement exercise are set out in II.2.4) and II.2.14) and VI.3) sections below.

HS2 Ltd anticipates publishing a Contract Notice in February 2023 to commence the procurement of the contract and this will be a separate Contract Notice with no linkage to this Prior Indicative Notice.

two.2.4) Description of the procurement

The strategic purpose of HS2 Ltd’s Land and Property (L&P) Directorate is to acquire and manage the right land and property, at the right time, in the right way at the right price, ensuring HS2 Ltd are delivering value for money for tax payers and are being a good neighbour to the people and communities the HS2 project impacts.

In doing so, the L&P Directorate will deliver the largest land referencing and acquisition programme in more than 70 years, managing tens of thousands of land and property records, thousands of land parcels and hundreds of stakeholder groups. This work is a key enabler to the successful construction of the HS2 project.

It is therefore of high importance that HS2 Ltd provide the best possible customer experience to all stakeholders. The prime aim of the suppliers under the Framework Agreement will be to ensure that appropriate legal notices are served at the right time to land owners on behalf of the SoS (Secretary of State), in order to support survey, possession and acquisition of land for the HS2 programme.

Suppliers systems will be required to interface with HS2 Ltd’s systems, providing regular updates to industry standard systems (including ESRI ArcMap, Bentley eB, CEMAR, Microsoft Sharepoint, and Primavera P6), as well as proprietary systems built by HS2’s IT team, using SQL Server and Oracle. Data will also need to be exchanged in a variety of formats e.g. from xls and xml to web services.

Proposed Procurement and Contracting Approach.

1) The Framework Agreement is anticipated to be awarded for a duration of four (4) + four (4) years;

2) The resultant Framework Agreement will be governed by NEC3 Professional Services Contract ('PSC')

3) The proposed procurement route for the Framework Agreement is via the Above Threshold Negotiated Procedure as defined within the Utilities Contract Regulations 2016. However, dependent on the outcomes of market engagement with potential suppliers, HS2 Ltd reserves the right to perform an Above Threshold Open or Restricted Procedure

4) The procurement will be managed via HS2 Ltd’s Jaggaer e-Sourcing portal;

5) HS2 Ltd intends to run the procurement to the indicative timescales below, which may at HS2 Ltd’s sole discretion, be subject to change at any time:

- issue of Contract Notice and Pre-Qualification Questionnaire ('PQQ'): February 2023

- issue of Invitation To Tender ('ITT'): August 2023

- notification of contract award decision: February 2024

- Framework Agreement commencement: March 2024

7) This procurement will be launched in due course by the publication of a Contract Notice not linked in any way to this PIN;

8) HS2 Ltd reserves the right not to commence any procurement or award any contract in respect of this opportunity;
