Notice of the Council's intent to issue a Tender for the Assessment and Orientation Support in Accommodation for young unaccompanied asylum seekers aged 16 and over. This Service will provide accommodation and support to young unaccompanied asylum seekers who are new arrivals that have self-presented in Glasgow or come via a Home Office Resettlement Programme. Those who access the service will be from diverse range of backgrounds and with diverse needs. In 2021, the top ten countries of origin of asylum seekers in the UK were: Iran; Iraq; Eritrea; Albania; Syria; Afghanistan; Sudan; Vietnam; El Salvador; Pakistan.

two.2.4) Description of the procurement

Glasgow City Council wishes to notify the market of its intention to advertise a tender in the coming weeks for the Assessment and Orientation Support in Accommodation for young unaccompanied asylum seekers aged 16 and over.

This is a building based service which plays a key role in supporting the GCHSCP to meet its statutory duties in providing care and support to young unaccompanied asylum seekers and integrating them into the community.

The contract will run in line with the lease and lease break clauses. The final contract length will be confirmed in the Contract Notice when issued. At this stage we can advise that the initial period will be for approximately 3 years with a further 2 years extension, subject to satisfactory review and continued funding. The estimated budget is for a 5 year contract period and the final budget will be confirmed within the Contract Notice when issued.

It is anticipated that the full Tender opportunity will be advertised in July 2023. Details will be first notified via Public Contracts Scotland Contract Notice, which will be followed a day later with the publishing of the full Tender opportunity on Public Contracts Scotland Tender. There will also be mandatory community benefit clauses which will form part of the contract.

six.3) Additional information

The service will provide Assessment and Orientation, in the form of 24 hour supported accommodation. All referrals to the service will come through Glasgow City Health and Social Care Partnership (GCHSCP) Young Asylum Seekers (YAS) Team. The length of stay will vary according to the needs of each young person and availability of “move-on” accommodation. A key aim of the service will be to assist young people to move on to longer term accommodation of their own, as quickly as possible

The Council is looking to appoint a Provider who will take a trauma informed approach and who will work with young unaccompanied asylum seekers to ensure that they feel safe & supported and are fully integrated into society.
