Suffolk County Council is looking to appoint a provider to operate and manage three Waste Transfer Stations for the receipt of residual waste, recyclable, and organic wastes, primarily collected by Waste Collection Authorities. The provider will also be required to provide the haulage of residual waste to the Suffolk Energy from Waste facility, the haulage of Dry Mixed Recyclate (DMR) to the Materials Recycling Facility and haulage of other waste materials from the transfer stations.

The Council reserves the right to incorporate other UK Contracting Authority Waste into this contract

Bidders must Pass all the Mandatory and Discretionary criteria including financial viability checks in addition they will have to achieve a minimum score of 50% for the Client Specific Questions to be considered for progression (as described in more detail in the SQ document).

In the event of a tie between the 5th and 6th placed bidders, the Council reserves the right to take forward 6 bidders to the ITT Stage.

Suffolk County Council incorporates a minimum 10 calendar day standstill period from the point at which information on the award of contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. If an appeal regarding the award of contract has not been successfully resolved: The Public Contracts Regulations 2015 as amended provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules, to take action in the High Court (England, Wales and Northern Ireland) Any such action must be brought promptly.
