Independent Advocacy provides LAC, Care Leavers and Children and Young People on a Child Protection Plan with an Advocate who helps to ensure their voice is heard when decisions are being made about them. An Advocate supports Children and Young People to resolve issues, empowers them to engage and speak out for themselves and helps them to understand their rights and available services.

Independent Visitors (IV) is a befriending service for LAC. IVs are volunteers who act as a consistent adult for children and young people during uncertain and turbulent times. They engage LAC in positive activities and act as an additional support for the child or young person, separate from professionals.

Section six. Complementary information

six.3) Additional information

We will commission these services under one tender process, providers will likely be able to bid for one or both lots. We are interested in hearing from providers who think they could deliver one or both lots. These two services are part of Norfolk County Council’s statutory duty to LAC, Care Leavers and Children and Young People on a Child Protection Plan. Children and Young People can self-refer for these services and are also referred by professionals such as their Social Worker, Independent Reviewing Officer, or their carer. Services will be co-produced with Children and Young People and other stakeholders. The budget is approximately £392,000 per annum, this is a total amount for both lots. Please note that this is a provisional amount which is subject to change. A final financial envelope will be detailed in the service specification. This is an exciting opportunity to be person-centred in supporting and empowering Children and Young People to be at the heart of decisions being made about them, and to bring about positive change in their lives. The contracts will commence on 1st April 2023. Prior to the publication of a contract notice, we wish to engage with the market the week commencing 27th June 2022 and on an ongoing basis following that.
