Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Due to unforeseen circumstances, the client team has faced significant challenges that have impacted on their ability to initiate the re-tendering process for the upcoming contract period. The primary reasons being the team responsible for managing the re-tender has been operating at full capacity. The complexity of the project required for re-tendering and the sensitive nature of subject matter of the contract would demand substantial time and resources, which they currently don’t have, due to recent changeover of staff and workloads and prioritising other projects.
