Construction and fit-out of a Heat Transfer Station (up to 37 MW capacity) on an EfW site comprising District Heating pumps, construction of a 7.5 km heat transmission main and supply and installation of 2 no heat transfer interfaces in East Devon.

The project is to connect the existing and yet to be developed parts of the Cranbrook/Skypark and Monkerton heat networks to a low carbon heat source at Hill Barton Business Park. When completed the project will provide low carbon heat to some 12,000 homes from an Energy from Waste plant which is currently under development. The Cranbrook/Skypark and Monkerton networks are designed to supply 3,500 homes and 1.4m sq ft of commercial space and 4,600 homes and 800k sq ft of commercial space respectively. The connection project will enable the bulk supply of heat to both networks. The interconnector will also support the planned expansion of the Cranbrook new town to circa 8,000 homes through enabling the delivery of a Future Homes Standard and Future Buildings Standard compliant energy solution.

It is currently anticipated that the Project will be split into two Lots:

- Lot 1 - Design and Build/Construction Package

- Lot 2 - Operation and Maintenance

Bidders will be able to bid for one or more Lots but are not obliged in any way to bid for both.

Proposed bidder qualifications are identified in the Additional Information section below which includes experience and turnover requirements.

Section six. Complementary information

six.3) Additional information

This notice is to advise potential suppliers of an upcoming supplier day and is not a call for competition.

A supplier day will be taking place in Exeter on 12th July 2022. All prospective suppliers are invited to attend this event and may bring a diverse team of up to 3 members of staff. The day will provide an overview of the project and an opportunity to raise questions and provide feedback on the proposed procurement of the project. Joiner details will be supplier upon registration of the day.

The day will run from 10:30 until 15:00 at the aforementioned address. Full details of the supplier day will be released closer to the time. Given the nature of this project, the day is being organised as a face to face event and virtual attendance will only be possible in exceptional circumstances as we do not believe optimal engagement will be achieved by remote access.

It is envisaged that suppliers interested in Lot 1 - Design and Build/Construction package will be required to meet the following criteria to be considered:

- Been an organisation delivering district heating pipeline projects for a minimum of 3 years

- Has a minimum annual turnover of £40 million

- Previous experience of delivering a district heating project with a value of at least £10 million

- Previous experience of managing complex sub-contracting packages such as tunnelling or bridging but not limited exclusively to these

- Previous experience of managing the detailed design of a buried heat network (or demonstrable experience)

It is envisaged that suppliers interested in Lot 2 - Operation and Maintenance will be required to meet the following criteria to be considered:

- Been an organisation delivering heat network operation and maintenance services for a minimum of 5 years

- Previous experience of managing or managing sub-contracting packages for inspecting and maintaining key elements of a district heating network in areas such as tunnel inspections and Water Quality
