Description
The procurement is for a Supported Living Framework contract. The contract will utilise the use of Lots which would cover accommodation based support living, community/outreach and complex/challenging needs.
In line with the Social Care Futures vision of Adult Social Care:
'We all want to live in the place we call home, with the people and things we love, in communities where we look out for each other, doing the things that matter to us.'
'Supporting the life that matters to you'.
This will be central to the contract as it aims to enable people to live in their own homes with security of tenure if needed or that they can work to live in independent accommodation with support coming to them as needed.
RBC's current vision for Supported Living:
Supporting the Life that Matter to You
• There is a lack of pathways through supported living services, and therefore we would aim for at least a third of people to move through supported living onto independent accommodation. Where supported living is likely to be long term, clear plans are in place to continue development and engagement in long term services
Suitable Accommodation
• Introduction of accommodation standards to ensure individuals have access to good quality accommodation that meets a person needs.
Collaboration
• Good quality providers that are person focused, imaginative, support co-production and willing to try new ways of working.
Healthy
• A market that promotes and supports good physical and mental health.
Stable staffing
• Well-trained consistent staff that can meet service users' needs even if they change. On average we received 100 new supported living referrals, therefore staff levels need to be sufficient to manage the demand in addition to any packages already held. Staff should share our supported living vision and be enthused to work collaboratively with RBC to deliver efficient care and strive to achieve personal outcomes and goals with individuals.
To help Reading achieve the vision, the new contract will focus on outcome based Key Performance Indicators (KPIs), introduction of accommodation standards, pathways through the service, the use of technology enabled care (TEC) to promote independence, and trialling new innovative ways of working.

Engagement process description
The event is scheduled for Tuesday 13th May 10.30-12.30 and will be held on MS Teams.
If your are interested in attending please email : alison.twells@reading.gov.uk to reserve a place and receive joining instructions.
We want providers to attend and contribute to the event and we will be covering some key areas of discussion relevant to the contract.
These areas will include:
- Rates of pay for each of the 3 lots
- KPIs we plan to implement in the contract, how the KPI monitoring may relate to tiering and what will be required of providers
- CQC registration and whether this will be a mandatory requirement
