two.2.4) Description of the procurement

Systems for managing information relating to the provision of our Winter Roads Maintenance Service from 1 October to 30 April only. Presently this involves communicating with Vaisala road sensors.

The successful service provider shall provide a system that will:

a) display information via a map based user interface and permit access to underlying data from this display.

b) display road sensor data to a resolution of not less than 10 minutes.

c) permit data outputs in tabular and graphical formats

Award of a contract without prior publication of a call for competition in the cases listed below

  • The procurement falls outside the scope of application of the regulations

Explanation:

The market structure suggests an oligopoly, however as our current network is made up of Vaisala sensors and components, previous procurement exercises have suggested monopolistic competition where only Vaisala can provide the full provision. This we believe is due to the cost of change and each of the providers not being able to support each others components and collation of data from said components. If to be fully tender, we do not believe a differing outcome would be achieved due to the factors mentioned above.
