NHS Midlands and Lancashire Commissioning Support Unit (CSU) are working on behalf of NHS Blackpool CCG. The contract is awarded without prior publication on behalf of NHS Blackpool CCG.
The above-named CCG intends to direct award a 19 month contract, from 1st September 2022 - 31st March 2024 for Integrated Urgent Care Services for the Fylde Coast area, without a call for competition.
Please see below for the justification for the urgent need to directly award this contract in accordance with the regulatory conditions.
Fylde Coast Medical Services (FCMS) provide out of hospital urgent care services to the Fylde Coast under a five year contract which is due to expire on 31 August 2022. The lead commissioner of this contract is NHS Blackpool CCG. The scope of the services provided include the Integrated Urgent Care Services, the Acute Visiting Service, the Care Co-ordination Service and specific services around wound care and deep vein thrombosis.
This notice is for a direct award of a contract to the existing provider, FCMS, from 1st September 2022 to 31st March 2024, with consideration being given to the ICSs’ future direction of travel for this service. It is the intension of the commissioning organisation to undertake a review of the model of services needed going forward and undertake a full procurement before the contract expires.
The rationale for remaining with this provider for a further 19 months is so that there will be a continuation of service provision, with a provider who is currently providing a high quality and responsive service.

This notice is for a direct award of a contract to the existing provider FCMS from 1st September 2022 - 31st March 2024 with consideration being given to the ICSs’ future direction of travel for this service. It is the intention of the commissioning organisation to undertake a full-service review and procurement before the contract expires. The contract extension will allow the CCG/ICS time to consider and make some decisions around the future service model needed for the Lancashire and South Cumbria area.
The rationale for remaining with this provider for a further 19 months is so that there will be a continuation of service provision, with a provider who is currently providing a high quality and responsive service.

This Contract Award Notice is published under the Public Contract Regulations (PCR) 2015. It is for clinical services which are Light Touch Regime services for the purpose of the Public Contracts Regulations 2015 (‘Regulations’) as specified in Schedule 3 of the Regulations. Accordingly, the contracting authority is only bound by those parts of the Regulations detailed in Chapter 3 Particular Procurement Regimes Section 7. The contracting authority is not voluntarily following any other part of the Regulations.
The contract is being awarded under PCR 2015 Section 32. Use of the negotiated procedure without prior publication.
32.—(1) In the specific cases and circumstances laid down in this regulation, contracting authorities may award public contracts by a negotiated procedure without prior publication.
General grounds
(2) The negotiated procedure without prior publication may be used for public works contracts, public supply contracts and public service contracts in any of the following cases:—

Following the publication of this notice, sent Thursday 16th June 2022, published Friday 17th June 2022, there will be a 10-day standstill period, concluding on Monday 27th June 2022 Midnight. Following satisfactory conclusion of the standstill period, the CCG will enter into a contract with FCMS for a period of 19 months from 1st September 2022 - 31st March 2024.

Description: Bloomfield Medical Limited (BML) will be subcontracted to provide all services at Blackpool Urgent Treatment Centre (BUTC) located at Whitegate Health Centre, 150 Whitegate Drive Blackpool FY3 9ES. This service is provided seven days a week, every day of the year between 8am to 8pm.
BML will also provide clinical services at Blackpool Victoria Urgent Treatment Centre (BVUTC) 8am to 10pm. (Minor injuries service will run until 10pm), this is provided seven days a week, every day of the year. During the overlaps in provision of care the service delivery will be seamless between the providers.
The subcontract will also include the Deep Vein Thrombosis (DVT) Service which is delivered Monday to Friday 9am to 5pm from BVUTC.
