BEIS is procuring a service provider to provide fund management and technical services to administer the second phase of the Climate Ambition Support Alliance. The aim of CASA is to increase the capacity and capability of low income and climate vulnerable countries to engage as progressive voices in international climate negotiations.

two.2.4) Description of the procurement
The Climate Ambition Support Alliance (CASA) programme will work to provide training, technical, legal and logistical support for developing country negotiators, in order to build the capacity of the least developed and most climate vulnerable states to participate in the international negotiations process and be more effective in influencing its outcomes.
This new round of funding builds on the work done to date by the existing CASA programme and previously by earlier programmes with similar objectives. The programme will include the flexibility to be responsive to technical assistance requirements within the international climate change negotiations and related fora as they emerge.
The programme will be demand-led and will aim to deliver activities including capacity provision and capacity building. Activities may include:
Provision of training, capacity building and advice (both in person and remotely) on:
- the UNFCCC process and strategic participation in it
- technical matters including climate mitigation, markets, compliance, transparency
- specialist legal and climate finance matters.
- the domestic implementation of climate commitments.
- Negotiating group governance and coordination.
- Financial support to cover logistical cost of negotiators participating in key international meetings.
- Maintaining knowledge management databases
- Collating lessons learned
- Public relations capacity building
- Assistance in drafting of submissions, policy papers, statements, treaty texts, etc.
