The University has in place a Honeywell Building Solutions (a division of Honeywell Control Systems Limited), hardware and software system delivering automation control to both standard and more complex building services, and includes process control over modern complex academic research equipment with an estimated value exceeding 100,000,000 GBP.
The service that is required is a fully comprehensive maintenance provision for all building services automation hardware and software currently installed. This will include spares, repairs, engineering time and any project management requirements. The service provision requires a fully staffed 24/7 service centre with dedicated alarm monitoring for fault handling and dispatching of service engineering staff on a 24/7 basis. The service provision includes both a dedicated service manager and account manager as well as fully trained Honeywell certified service engineers

six.3) Additional information
A Prior Information Notice (PIN) was published via Public Contracts Scotland (PCS) on 3 February 2020 and the Official Journal of the European Union on 3 February 2020, with a request to respond with notes of interest by 14 February 2020, by this closing date ten suppliers noted an interest.
A questionnaire was published to those suppliers who noted an interest on 24 February 2020. Two suppliers responded to the request for completion of a market engagement questionnaire, one, the incumbent supplier and manufacturer of the building and energy management system Honeywell Control Systems Limited and one other who noted they were unable to respond to the questionnaire as they could not provide responses to specific questions around the support of the EBI product and the incumbent would be the only supplier able to respond.
Following receipt of the questionnaire it was deemed that the appropriate route to market for this requirement was the use of the negotiated procedure without prior publication in accordance with The Public Contract (Scotland) Regulations 2015 (PCSR 2015), Regulation 33 (1)(b)(ii);
33.—(1) A contracting authority may award a public contract following negotiated procedure without prior publication of a contract notice or prior information notice in any of the following cases—
b)where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons—
(ii)competition is absent for technical reasons;
Following conclusion of negotiations the University published a VEAT notice on 30/04/2021.
