two.1.4) Short description
Crescent Purchasing Consortium are looking to establish a framework agreement or DPS to commence on 1st September 2022. This PIN has been published to gain pre-market engagement to develop the documentation and the scope of the resulting agreement or DPS.
The resulting agreement or DPS will be open to CPC members for which details are available at the below link. A list of members within a region, can then be viewed by clicking on each region name:

Membership of CPC is free for Institutions, and there is no mandate upon members to use the agreement or DPS put in place. Funding for CPC's services is provided by retrospective marketing premiums from approved suppliers, based on spend with CPC members.
Local Authorities may also wish to use the resulting agreement or DPS when procuring on behalf of Educational Establishments. CPC reserves the right during the period of this agreement or DPS to make additions to or subtractions from the list of participating Institutions.
CPC is part of the CPL Group. CPL Group is owned by the education sector and is comprised of three not-for-profit procurement organisations that provide support and services to educational establishments and the wider public sector; Crescent Purchasing Consortium, Tenet Education Services and Tent Procurement Services.

At some point during the life of the agreement or DPS the current members of the following public sector organisations may wish to utilise the agreement or DPS and should have access at any point with the ex-press permission of CPL Group through its group company Tenet Procurement Services which operates in the wider public sector. This agreement or DPS is not intended to replace any current agreements that either participating or non-participating Institutions may already have in place.

two.2.4) Description of the procurement
CPC are looking to establish a framework agreement or DPS for Corporate and Educational Software for which pre-market engagement will assist in the development of the scope for the CPC membership and the Wider Public sector.
As a minimum the agreement or DPS is likely to cover: Financial Management Software, Human Resource Software, Payroll System Software, Student Records Software - Academy Learner Management Systems and College Learner Management Software
The scope is also to include off-the-shelf software and bespoke software.
