two.2.4) Description of the procurement
NGESO is seeking a situational awareness tool which can leverage several complex data sources and allows users to operate a heavily constrained electricity system securely, efficiently, and safely, bringing key issues into vision quickly and display them clearly to enable users to make informed decisions.
Existing NGESO Database and Display conversion
- Ability to convert existing SCADA database.
- Ability to convert existing Network Model.
- Ability to convert existing Display stack.
- Validation of converted SCADA database and Network Model.
Interfaces
- The NCMS should be able to consume and produce data for NGESO's Data and Analytics Platform, allowing users and the wider industry to gain insight into the GB energy system.
- Data exchange between external parties must be possible.
- Existing interfaces within the iEMS should be migrated to the NCMS via the Data and Analytics Platform or directly to the systems they link with.
Intelligent alarming capabilities
- Users should have access to basic alarm management capabilities including ingest of alarm data, visual display of alarms, alarm notification and management.
- The NCMS should provide advanced alarm handling with an additional layer intelligence. This includes grouping of alarms, time tagging, rule based alarming and dynamic alarming capabilities.
- Network Analysis alarming functionality, including Contingency Analysis and Short Circuit Analysis Alarming.
SCADA and Network Modelling
- SCADA and Power System modelling functionality to enable simulation of the electricity transmission network to provide users a view of the current and potential future state of the network for operational and planning scenarios.
Advanced Network Analysis
- Advanced Situational Awareness capabilities including, State Estimation, Contingency Analysis, Fault Level (Short Circuit) Analysis, Constraint Analysis, Voltage Stability Analysis, Transient Stability Analysis and Lookahead Analysis.
Training Simulator
- Training and simulation functionality to facilitate an end-to-end training experience that accurately reflects the GB electricity network to prepare trainees for real life scenarios.
Wide Area Monitoring
- The ability to leverage PMU measurements to monitor real-time system dynamic quantities and enhance real-time network analysis capabilities.
Core Scope - 2023
The following list includes all activity that should be considered as "core" scope:
Provision of software for a Situational Awareness tool for NGESO;
Consultancy, design, configuration, and implementation services associated with the implementation of the Situational Awareness tool;
Ongoing support and maintenance of the Situational Awareness tool; and
Integration of other applications into the Situational Awareness tool for NGESO.
Contracts will be awarded to a single provider for an initial period of 5 years for the implementation and early operations, with an option to extend thereafter. The intent is to contract for the entire scope outlined in Part 1 section 1 but with a break clause after MVP build.
