Current Domestic Abuse (DA) provision in Sefton has evolved historically and has the potential to be disjointed and based on risk.
The needs assessment that was commissioned to meet our statutory obligations under the DA Act, tells us we have unmet need around:
• Reporting of DA in more affluent areas of the borough was less than in areas of deprivation.
• Women with complex needs
• Older Victims / Survivors
• Male Victims
We are proposing to procure a fully integrated Community Domestic Abuse service that operates on a network approach, is open to anyone irrespective of their protected characteristic or risk level.
The new contract duration will be 1st October 2024 to 30th September 2027, with the option to extend for 2 x 12 months.

This specification sets out Sefton’s ambitions for the transformation of community domestic abuse services in Sefton and explains the detailed requirements Commissioners have in procuring the specialist expertise that will be vital in leading and achieving the desired change.
We anticipate that the successful Provider(s) will work closely with Sefton Council and other key strategic partners to lead and influence the re-design of community victim/survivor domestic abuse services in the context of the Vision for 2030 and its goals for our residents. The service should serve to address key priorities contained within Sefton’s Domestic & Sexual Abuse Strategy, Sefton’s Health and Wellbeing Strategy and NHS Cheshire and Merseyside Integrated Care System Strategy and the developing Sefton Place Plan.
It will therefore be important for the successful bidder(s) to be fully aware of the commissioner requirements and the contextual environment these requirements are being made in and respond positively and flexibly to changes to the above during the course of the contract.
The new contract duration will be 1st October 2024 to 30th September 2027, with the option to extend for 2 x 12 months.
The Council is bound to follow the procedure in accordance with Section 7 of the Public Contracts Regulations 2015, also known as the ‘Light Touch’ Regime under the EU Procurement Directives. It is the intention of the Council to invite full tenders to be submitted in accordance with these instructions.
