There is a requirement on Translink NI Railways to obtain ECM Certification as per (EU) 2019/779 for its passenger fleet during 2023. Translink operate regular services cross border between Belfast and Dublin and as a result of Brexit, ECM certification is mandatory as per the 2019/779 Regulation.

two.2.4) Description of the procurement

Translink NI Railways require the services of an accredited certification body for entities in charge of maintenance to carry out the initial assessment and certification activities to enable and ECM certificate to be awarded. All necessary surveillance activities as per regulation during the 5-year validity of the certification cycle are also required from the successful supplier.

The ECM certificate will cover all local and cross border traction and rolling stock maintained by Translink NI Railways, and a small number of freight wagons and on-track machines. The Irish Rail Regulator (comission for rail regulation – CRR) in conjunction with the European Rail Agency (ERA) have mandated that certification must be obtained during 2023.. Fleets maintained by Translink NI Railways: All fleets are owned by NI Railways unless stated otherwise. • Class 3000 – 23x 3-car DMUs . • Class 4000 – 13x 3-car DMUs & 7x 6-car DMUs . • Class 9000 – 28x locomotive hauled vehicles (50% owned by NI Railways) & 4x generator vans . • OTM – 6x on-track machines. • Class 110 – 3x GM 071 locomotives. • Freight – 13 wagons (6x ballast hoppers, 6x flat wagons & 1x pumpset).. .. . .
