A Dural sealant is designed to facilitate watertight closure of an intact Dura. This can be used alongside other methods of Dural repair such as sutures. Dural Sealant is used in high leak-risk areas. A Dural sealant needs to be strongly adherent and resist physiological pressure.

An aneurysm clip is a small metallic clip that fits alongside the neck of an aneurysm to prevent blood from entering. The clip stays permanently clamped on the aneurysm. Each clip is applied with a compatible applicator that preserves the closing force of the clip. The clips should be MRI compatible.

All candidates will be required to provide a statement, covering the 3 previous financial years including the overall turnover of the candidate and the turnover in respect of the activities which are of a similar type to the subject matter of this notice.

Information and formalities necessary for evaluating if the requirements are met:

A statement of the principal goods sold or services provided by the supplier or the services provider in the past 3 years, detailing the dates on which the goods were sold or the services provided; the consideration received; the identity of the person to whom the goods were sold or the services were provided. Bidders are required to provide evidence to show that all products are Manufactured to EN:ISO9001:2008 or equivalent Bidders are required to evidence that each product is fully traceable by lot/batch number to the manufacturer. Bidders are required to provide the stated minimum range of products which fulfil the basket of goods for each applicable lot in the ITT document.

Minimum level(s) of standards possibly required: All products tendered must be Latex Free(Inclusive of Packaging). Batch/lot codes and expiry dates must appear on all packaging. All tendered products must be CE Marked–MDD93/42/EEC. All products tendered must be sterile. All consumable products tendered must be single use. All proposed support staff must have theatre access training to BTEC Theatre Access level or equivalent. As an example, this should cover a variety of areas including infection control procedures, entering the operating department, entering and operating in a sterile filed, patient confidentiality, UK Medical Device Directives, risk assessment, theatre etiquette.

For the products tendered for lot 1, lot 4, lot 5 & lot 6; the following references are required:

For each lot tendered, 2 (two) consultant clinical references from English speaking staff based on their usage over at least a six (6) month period is required. If the tendered product is new to market (last 6 months from tender return date) please provide test data and any clinical trial papers available. The list of references should be advised with name, title, location, e-mail address and phone number.

NOTE: It is expected that the listed references will have been contacted prior to tender submission advising them of their name being put forward.

six.4.3) Review procedure

Precise information on deadline(s) for review procedures

The Authority will notify economic operators who submitted a tender or (where no deselection process has previously been made) applied to be selected to tender, of its decision to award the Framework Agreement which notification will contain, among other information, a summary of the reasons as to why the economic operator was unsuccessful. The notification will incorporate a ‘standstill period’ of a

minimum of 10 (ten) clear calendar days (or a minimum of 15 (fifteen) if the communication method used is not electronic) between the date on which the Authority despatches the notice(s) and the date on which the Authority proposes to conclude the relevant Framework Agreement.

The bringing of court proceedings against the Authority during the standstill period will automatically continue the prohibition on entering into the Framework Agreement until the court proceedings are determined, discontinued or disposed of, or the court, by interim order, brings to an end the prohibition. The remedies that may be awarded by the courts before the Framework Agreement has been entered into include the setting aside of the decision to award the Framework Agreement to the winning tenderer(s).

The bringing of court proceedings against the Authority after the Framework Agreement has been entered into will not affect the Framework Agreement unless grounds for the imposition of special penalties under the Public Contracts (Scotland) Regulations 2015 can be established. Otherwise the remedies that may be awarded by the courts where the Framework Agreement has been entered into are limited to the award of damages
