A1. Background
The Foreign Commonwealth and Development Office (FCDO) is looking for a supplier to provide a fully managed service for the recruitment and ongoing management of suitably qualified DV cleared staff able to carry out the required technical services as outlined below.
Technical Works Supervisors (TWS) are contractors that are DV cleared with mechanical and electrical (M&E) qualifications who are deployed to overseas Posts. They will perform various tasks to help ensure assets within the FCDO estate are suitably maintained. The specific tasks required at each Post will depend on the particular delivery model selected, but tasks will broadly involve the management of a sizeable, directly employed labour force, the provision of technical advice and assistance to a number of Posts within a region. TWSs will also carry out Planned Preventative Maintenance (PPM) work, plus repairs and minor refurbishment works within confidential and restricted secure areas at Posts. TWS Operatives will also project manage estate maintenance projects to a value of circa £2,000,000.
In addition FCDO wishes to include the availability of Specialists who are DV cleared on an ad hoc call-off basis as part of the contract (as required) for the following core disciplines.
• Clerk of works (CofW);
• Project Director;
• Quantity Surveyor;
• Building Surveyor.
The potential Contract length is likely to be for a duration of three (3) years with two additional one year optional extension(s). The value of the contract is £22m.
A2. Indicative Procurement Timeline
FCDO will run an open tender for this opportunity, we are aiming to release the tender documents towards the end of July 2022 with a closing date at the end of September 2022. It is the intent to issue a contractual award for the TWS opportunity shortly before Christmas 2022 with the contract go live of 1st April 2023.
B. Early Supplier Engagement (ESE)
FCDO will be holding a virtual Supplier Engagement Event during the week commencing 27th June 2022. It is expected that this event will consist of a group presentation and one to one/few question and answer sessions to help define/shape the final scope of requirements and ensure greater compatibility with the market.
