The Council wishes to establish a Framework Agreement to engage suitably qualified and experienced organisations to provide specialist engineering support to the Authority’s waste services departments.The types of service that will be expected to provide will include:• Support operational safety and environmental permit compliance.• Providing technical/engineering advice in the procurement of any new waste management services.• Participate in annual condition surveys.• Review and report upon the annual planned outages at the Authority’s Tyseley Energy Recovery Facility (ERF).• Review and report upon the operation and maintenance of the waste facilities• Review and manage contractor facility handback plans.

• Support operational safety and environmental permit compliance.• Providing technical/engineering advice in the procurement of any new waste management services.• Participate in annual condition surveys.• Review and report upon the annual planned outages at the Authority’s Tyseley Energy Recovery Facility (ERF).• Review and report upon the operation and maintenance of the waste facilities• Review and manage contractor facility handback plans.• Attend site to undertake investigation into technical / safety issues and incidents, engineer and recommend solutions, provide detailed reports on root causes and other technical reports, as necessary or as requested by the Authority.• Undertake feasibility studies and outline design to eliminate single points of vulnerability, recurring technical problems and for general improvements in facility availability, efficiency, or operability.
