Explanation:

At procurement launch (February 2021) the estimated contract value fell below the PCR2015 threshold for Works contracts; £4,733,252. The LLDC used a market engagement exercise to select a shortlist of companies to tender. Potential suppliers, who responded positively to a market sounding questionnaire, were invited to participate in a single-stage tender. A total of seven potential suppliers were invited to tender.
