  • Extreme urgency brought about by events unforeseeable for the contracting authority

Explanation:

The Chinese Government maintains strict travel restrictions in China due to the ongoing Covid pandemic. Ulster University are unable to fulfil their teaching commitments in China due to these travel restrictions. This DAC is necessary to ensure that Ulster University Business School’s contractual obligations with HGU and the Ministry of Education in China are met. China Intellectual Education Institute are the incumbent suppliers and have demonstrated their ability to provide teaching services in line with the quality requirements as laid out in the MOE Contract and in line with Ulster’s Recognised University Teacher processes.
