Norfolk County Council is intending to award a contract for its tier 2 weight service for children and young people. This notice is a notice of intention to award under the Health Care Services ( Provider Selection Regime) Regulations 2023. The service is for an evidenced based service for Norfolk with a whole family and whole system approach.

two.2.4) Description of the procurement

This is a notice of intention to award a contract under the Health Care Services (Provider Selection Regime) Regulations 2023 - Competitive Process. The service is for a tier 2 weight service for children and young people in Norfolk.

A framework agreement has not been established for this requirement and a framework agreement was not used to procure this contract.

The contract is for 36 months with the right to extend for a further 48 months ( 2 periods of 24 months each). The contract is to start 1 October 2024

The value included in this notice is for the first 36 months not including VAT or any inflation increases agreed by the Council in accordance with the terms and conditions of this contract.

This contract is for a new stand alone service. The previous service was delivered as part of the contract for the Council's Healthy Child Programme. This is a new provider.

No conflicts of interest were declared during the procurement process.

The decision makers were the Council's Head of Complex Transactions and Sourcing and the Council's Assistant Director - Public Health Commissioning.

The agreement can be extended after the initial term of 3 years for 2 periods of 24 months each ( i.e. 48 months in total)

It is intended to award this contract to the provider stated in this notice as their submission scored the highest for both quality and cost. In terms of key criteria, their bid was the lowest for price and hence value. In terms of quality and innovation their response demonstrated an evidenced based model with good course content and a plan for growth. Their co-production processes and feedback mechanisms were good. The provider demonstrated an excellent approach and offer to social value including volunteering and a robust approach to net zero commitments. In terms of access, reducing health inequalities, sustainability, integration and collaboration, the winning provider demonstrated a good plan for working in collaboration with partners in Norfolk and also a wide variety of access and marketing channels. The winning provider demonstrated a focus on health inequalities and an approach to improve these.
