The misuse of drugs and alcohol presents a wide range of social and health issues. It can have serious consequences for individuals, their family members and whole communities including crime, domestic abuse, child abuse and neglect, family breakdown, homelessness and physical and mental health problems.

The Royal Borough is seeking to appoint a single provider to deliver an integrated drug and alcohol recovery service for residents .The following elements are in the scope of the contract for the Integrated Alcohol and Drug Recovery Service for Adults, which will be awarded as a result of this tender:

 Digital Offer for Self-Care (Early Intervention and Enduring Substance Abuse)

 Clinical Prescribing Service

 Brief and Structured Psychosocial Interventions

 Harm Reduction Initiatives

two.2.4) Description of the procurement

The Royal Borough is seeking to appoint a single provider to deliver an integrated drug and alcohol recovery service for residents as detailed in this Service Specification.

The following elements are in the scope of the contract for the Integrated Alcohol and Drug Recovery Service for Adults, which will be awarded as a result of this tender:

 Digital Offer for Self-Care (Early Intervention and Enduring Substance Abuse)

 Clinical Prescribing Service

 Brief and Structured Psychosocial Interventions

 Harm Reduction Initiatives

This procurement is being run using a procedure similar to the open procedure described in Regulation 27 of the Public Contracts Regulations 2015 (as amended). However, the authority reserves the right to deviate from the formalities of the open procedure given the flexibilities permitted by Regulation 76 of the Public Contracts Regulations 2015 (as amended) in the conduct of procurements for 'Social and Other Specific Services', otherwise referred to as 'Light Touch Regime' procurement. The details of the procurement and the evaluation methodology are included in the ITT documentation.
