two.2.4) Description of the procurement

Background
Magnox is a wholly owned subsidiary of the Nuclear Decommissioning Authority and is responsible for safely decommissioning 12 first-generation nuclear sites and operating one hydro-electric power station.
Overview
Magnox is preparing to initiate the procurement of scope incorporating enabling works, detailed design and construction of a higher active waste/lower active waste facility at their Wylfa site, on the island of Anglesey in NW Wales, which will first be subject to strategy and budget approval. As such, Magnox wish to undertake early market engagement to gauge the level of interest, capability and capacity of suppliers to deliver the said scope, the outcome of which will inform a Sourcing Strategy and subsequent potential financial and timeline approval. In addition, the process will provide the market with awareness of this potential requirement.
Scope breakdown
1. Detailed Design of the HAW/LAW Facility and associated enabling work is required.
Successful completion of the scheme design phase (delivered by a Tier 2 contractor) has already identified/established the enabling works required, facility layout and example equipment/tooling. Following on from this, the successful tenderer for the detailed design and build phase shall ratify the scheme design to ensure structural details, material selection, etc. are fit for purpose.
This phase will therefore refine the design work completed in the previous phase, not start anew and as such, the scope will include, but not be limited to:
a) Development of enabling work design calculations and drawings.
b) Development of HAW/LAW Facility detailed design calculations, reports and drawings/3D models.
c) Selection/identification of all tooling and equipment.
d) Technical Design Reviews (TDRs) and Design Authority Review 4 (DAR4) in accordance with Magnox company standard S-414 Design and Safety Justification Process
e) Design frozen ahead of procurement and manufacturing sub-phase.
2. Procurement & Manufacturing
a) Pre-Deployment to Site activities (e.g. Develop the Construction Phase Plan, Site Safety Plan, temporary works design).
b) Procurement of all required construction materials and equipment to be sourced by the Contractor.
c) Manufacture/procurement of all required structural, systems and components elements of the accepted design.
d) Factory acceptance testing of all non-commercial off-the-shelf (COTS) equipment.
3. Construction & Installation
a) Construction of the accepted enabling work and facility design, including temporary works.
b) Site Installation and integration of all building services, mechanical plant and process equipment, including setting to work and preparation of necessary documentation (including work/operating instructions).
c) Site Acceptance Testing / Integrated Systems Testing
4. Inactive Commissioning, including provision of training for the Client's operators.
Additional points
• Magnox expects the successful tenderer to hold Principal Designer (PD) and Principal Contractor (PC) roles under the Construction Design and Management Regs.
• Specific Nuclear site/delivery experience is not deemed vital, however effective engagement and management of specialist subcontractors in relation to certain aspects of the scope will be essential to understand, for example, ventilation system specification constraints within a nuclear facility/site.
• Following SQ, it is anticipated that the tender action will be single stage and the Contract Form will likely be NEC4 Option C (given the extent of the existing Scheme Design), although there will be an opportunity to discuss this proposal at the presentation and via a questionnaire following the PIN period.
• The procurement will comply with Public Contract Regs.
• The Contract Notice Publish Date identified below is an estimate and is dependent on strategy/budgetary approval.

A presentation to provide a more detailed overview on the scope and anticipated procurement process is planned for some time during the week following the PIN period. In addition, a questionnaire will be issued either on the call or straight afterwards to enable feedback from suppliers.
