Further to the previous PIN (2023/S 000-004008) regarding the forthcoming procurement opportunity in respect of the retender of the Offenders with Complex and Additional Needs Service (OCAN), Essex County Council (“the Council) would like to invite prospective providers to attend a market engagement event on Thursday 15th June 2023. Please note that this event will be conducted online via MS Teams between 12:30 and 14:15. If your organisation would like to attend the event, please email lorna.venters@essex.gov.uk, confirming the names of your organisation’s representatives. Please ensure that you confirm your attendance by 17:00 on Friday 9th June 2023.

During the course if this market engagement event, the Council will provide an update on the commissioning intentions, confirm details on how to engage with this procurement and discuss the social value considerations for this service.

Essex County Council is seeking to commission a Multiple and Complex Needs Service which

provides holistic, wrap around, person centred support to individuals in contact with the

criminal justice system who have a range of multiple and complex needs.

The Service will proactively engage with partner agencies to ensure that all of the individuals

needs are addressed, thereby helping to stabilise them, and help to prevent reoffending, as

well as divert those who are on the periphery of offending, for example victims of criminal

exploitation, from entering the criminal justice system

The procurement relates to the re-tender of the Offenders with Complex and Additional

Needs Service (OCAN). The OCAN contract expires on 31 March 2024.
