Added Value Portal t/a Pagabo and acting on behalf of the Red Kite Learning Trust, wishes to establish a framework of suppliers capable of delivering public utilities within the UK for the whole of the Public Sector. This PIN is to announce the intention but also to invite feedback of the proposed lot structure. It is anticipated that the framework will cover the supply and broker services of electricity, gas, water, and additionally ancillary items. The term of this framework agreement is expected to be for a period of up to 4 years from November 2024. The framework shall have the facility for Clients to Direct Award and Further Compete their requirement. The procurement will involve a single stage process following a Public Contract Regulations 2015 Open Procedure. For the provision of OFGEM registered providers who are licenced to operate as an electricity supplier in the UK. Applicants to lot 1 must be OFGEM registered and licenced to operate as an electricity supplier in the UK. Suppliers must be able to offer electricity supply contracts covering the following: Half hourly metered and non-half hourly metered supplies; All meter types and unmetered supplies; A range of supply contract durations from 1 year upwards; Fixed, flexible and basket purchasing contract options; Options for different supply mixes including green, renewable energy and CCL exempt supplies; The framework will allow scope for use of non-half hourly, half hourly and UMS, energy only, flexible, part fixed and fully fixed contracts, power purchase agreements, renewable energy and basket purchasing.

It is proposed that the term of this framework agreement will be for a period of 4 years from November 2024 with no option to extend. The framework shall have the facility for Clients to Direct Award and Further Compete their requirement. The procurement will involve a single stage process following a Public Contract Regulations 2015 Open Procedure. A market engagement meeting is being held on the 6th June 2023 via Zoom.
