two.1.4) Short description

The purpose of the Specialised Services in Care Homes Framework is to enable the Council and its Health Partners to work with the Care Homes Sector to rapidly commission services that provide a level of additionality or specialism that is over and above the existing care home commissioning arrangements.

The Framework will have two Lots; block and spot.

Block arrangements are when beds are purchased on a guaranteed basis at a set price. This means that Providers would be required to keep these beds available to the Council and that the beds would be funded regardless of use.

Spot Placements are when beds are purchased on an individual basis. Spot Placements depend on availability (if a Provider has beds available) and are only funded when in use.

From time to time as part of the commissioning process, the Council needs to re-contract providers of residential and nursing care. The Council is therefore launching the Framework Agreement for the Provision of Specialised Services in Care Homes, a new contract for providers of Older Adults residential and nursing care services.
