In 2024 the Welsh waste regulator (Natural Resources Wales) raised queries about the recycling performance of the incumbent re-processor, and we have subsequently been advised that the encumbent are sending material to non-compliant destinations. While the incumbent are seeking to alter their processes, it is likely that these will low performing. Furthermore, the incumbent are currently limiting their level of service which has resulted in a back log of wood at the Baling Plant transfer station. This back log of material presents a serious fire risk and will also result in a breach of the site’s Environmental Permit should the back log not be cleared.
