two.1.4) Short description
The Lincolnshire Community Equipment Service (LCES) provides a community equipment loan service across the whole of Lincolnshire for adults, children and young people in community settings, care settings and education settings on behalf of commissioning partners who have statutory requirement duties under various legislation to provide community equipment for people with an assessed eligible social or health care need.
The primary functions of the service are to:
- Purchase equipment – standard and special equipment;
- Store equipment – standard and special equipment;
- Provide an IT system that delivers the requirements of the service;
- Provide reporting into activity and use of the service by authorises prescribers;
- Provide the logistics in relation to placing orders, delivering, installation, repair, collection, maintenance, storing, cleaning and refurbishing of all equipment;
- Deliver a high-quality person-centred service;
- Deliver the service in line with operational procedures agreed by commissioners;
- Work closely the LCES Team and Partners in service delivery.
The recommissioning of these services will include the integration of the Lincolnshire Community Wheelchair Services (LCWS).

two.2.4) Description of the procurement
This LCES and LCWS Service standards and requirements to deliver a quality, value for money service across Lincolnshire are set out in the specifications. In brief, with effect from the Service Implementation Date and or throughout the contract duration, the community equipment to be supplied, maintained, collected, recycled and stored through the Service are summarised below:
- A catalogue of health and social care equipment as set out in the tender documentation
- Simple Aids to Daily Living (SADLs) – small selection of products to aid independent living including perching stools, trolleys, bathing and toileting aids, and walking aids;
- Complex Aids to Daily Living (CADLs) – includes hoists, slings, powered equipment and specialist bathing equipment; beds / accessories and pressure care equipment;
- Bespoke / Non-Stock Equipment – includes items that do not form part of the standard equipment product range and are instead additional ‘one-off’ items that meet the Patient's / Customer's assessed needs;
- Provision of Ceiling Track Hoists, Stair lifts, Ramps and Rails;
- Provision of Weighing Scales Service;
- Equipment for children through Birth to Five Service;
- Equipment within the Special Educational Needs setting;
- Provision of Occupational Therapy Assessments;
- PPE and LFT Management and Storage;
- Provision of seating clinics, also training and demonstration to Partners and Service Users;
Servicing and Maintenance of Equipment in a variety of settings such as Day Centres; and
- The Lincolnshire Wheelchair Service as of 2024.

Description of renewals
The Community Equipment element (LCES) of the Contract will be let for an initial period of five years intended to commence on 1st April 2023 to 31st March 2028 with the options to extend in further periods up to a total of ten years 31st March 2033. The Wheelchair Services (LCWS) will have a staggered start date of 1st April 2024 then aligning with that of the Community Equipment element with an initial period of four years to 31st March 2028 with the options to extend in further periods up to a total of nine years 31st March 2033.

This will provide an opportunity for Commissioners to go through the Invitation to Tender documentation with potential bidders.
