In 2016, Newport City Council awarded a 8 year cost-recovery only contract (with option to extend for 2 years) for the

collection of dry recycling and food waste from households and council buildings. The services included the purchase and

delivery of containers for the containment of dry recycling and food waste and sales of collected dry recycling. The contract has been extended by the stated 2 years, and is now being modified to include the collection of dry recycling and food waste from non domestic premises.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

To amend existing contract specification to incorporate the requirements of the Waste Separation Requirements (Wales) Regulations 2023 / Workplace Recycling Regulations for the collection of dry recycling and food waste from non domestic premises.

seven.2.2) Reasons for modification

Need for additional works, services or supplies by the original contractor/concessionaire.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

The service provider operates a recycling collection that meets the Requirements of the Regulations. Utilising and expanding this current service avoids excess cost to NCC of tendering and implementing a new collection service. Working with the current contractor avoids a risk of a tender exercise not being completed within the timescale ahead of implementation of the Regulation, or tender responses not meeting service needs that would result in NCC being unable to meet legislative Requirements. The modified contract will only run until March 2026, so in approx 12 months time, a new tender process will be undertaken to award a new contract commencing in April 2026.
