two.1.4) Short description

The ICB has an intention to award a contract to an existing provider, under the Provider Selection Regime DAP C process to provide for continuity of service and safety of patients undergoing rehabilitation. There are limited Level 2b neurological rehabilitation providers within the East of England, meaning that the beds at these units are highly sought after, with competition from neighbouring ICBs (who currently are charged a higher spot purchase rate than the above MSE ICB spot purchase rate). The award is required in order for MSE ICB to continue to receive the commercially beneficial rates for placements and provide Value for Money to the NHS.

The provider is doing a good job and the ICB believes that it will continue to so for the residents of MSE ICB to access specialist and quality neurological rehabilitation services from providers who are known to deliver good clinical outcomes in the population, and have demonstrated excellent ability to engage in timely discharge processes, supporting the 8-12 week pathway and facilitating flow through acute beds into specialist rehabilitation.

The contract is for one year from 1st April 2025- 31st March 2026 and indicative spend across the two providers is £898,897 based on 100% bed capacity in each.

Reduced weighting was given to the Improving access criteria as there are no local providers so we recognise that improving access to the service physically is limited, but there needs to be equity of access across the appropriate population regardless of diagnosis and based on needs.
