East Midlands Primary Care Team on behalf of the NHS East Midlands Integrated Care Boards (the Commissioners) is carrying out a Pre Market Engagement (PME) exercise for the commissioning of NHS Dental Services and Lincolnshire NHS Primary Care Dentistry supporting Dental Workforce Training and Education.
NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of NHS East Midlands Integrated Care Boards is placing this Prior Information Notice (PIN) in relation to a pre-procurement market questionnaire regarding the provision of NHS Dental Services and Lincolnshire NHS Primary Care Dentistry supporting Dental Workforce Training and Education. This will be used as a conduit to obtain feedback from the market to ascertain market capability and interest in the opportunity.
NHS East Midlands Integrated Care Boards would like to inform the market and seek feedback on the potential commissioning opportunity for the provision of NHS Dental Services and Lincolnshire NHS Primary Care Dentistry supporting Dental Workforce Training and Education.
The feedback aims to achieve several critical objectives:

Feedback from providers will help identify any potential challenges or gaps in the market, allowing for adjustments to be made to the procurement strategy or service requirements.

The objectives of the dental service would be:
• To provide an agreed level of dental access and new NHS dental appointments to communities.
• To provide NHS dental services to patients who do not have a regular NHS dental care provider including the provision of urgent dental care appointments.
• To improve the oral health of patients treated.
• To promote inclusive healthcare and support early intervention, with timely treatment, and oral health advice and develop and deliver targeted oral health programmes.
• To develop services in line with the evolving strategic approach to primary care dental provision and align with the priorities of the NHS 10 Year Health Plan for England.

This is purely an early engagement exercise; any subsequent procurement will be advertised separately and all organisations wanting to participate will need to respond to the procurement advertisement as and when published.
This is a market testing exercise and does not commit the Commissioners to carry out a procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements.
The procurement will be advertised in accordance with the Provider Selection Regime(PSR) Notice. The awarding of this contract will be subject to the HealthCare Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 will not apply to this award.
