NHS Devon Clinical Commissioning Group has awarded a contract for Non-Emergency Patient Transport Services (NEPTS) for eligible patients within the local healthcare population.

The NEPTS is a Non-urgent, planned, transportation of patients with a medical need for transport to and from a premises providing NHS healthcare and between NHS healthcare providers in Devon (except Torbay).

Award of a contract without prior publication of a call for competition in the cases listed below

  • The services can be provided only by a particular economic operator for the following reason:
    • absence of competition for technical reasons

Explanation:

The award decision has been determined as First Care Ambulance Service Ltd as the only provider identified that is capable of supplying the services required for the commissioner within the imposed timeframe.

Agreement has been reached with First Care Ambulance Services and this negotiated procedure without prior publication has been followed and justified under regulation 32(2)(b)(ii) 'competition is absent for technical reasons' has been applied where no reasonable alternative or substitute exists.
