Request for Information (RFI)

The Commissioner is seeking the views of Healthcare Providers in relation to the provision of an Overnight Nursing Service covering Brighton and Hove. The Commissioner is considering a contract period of 3 years with an option (of the commissioner) to extend for period of up to 2 further years (3+2), this remains subject to further review.

The service will provide an Out Of Hours District Nursing (OOH DN) service to housebound people over the age of 18 years in Brighton and Hove during the hours of 20:00 and 08:00 to ensure continuity of care to patients outside of normal business hours.

This Request For Information (RFI) process is designed to help the Commissioner to form a view of the best way to commission the service and is not the beginning of a Tender exercise. A Tender advertisement may be issued at the appropriate time, if required, should the Commissioner consider that the optimum route to commission the service is through a procurement process.

Request for Information (RFI)

The Commissioner is seeking the views of Healthcare Providers in relation to the provision of an Overnight Nursing Service covering Brighton and Hove. The Commissioner is considering a contract period of 3 years with an option (of the commissioner) to extend for period of up to 2 further years (3+2), this remains subject to further review.

The service will provide an Out Of Hours District Nursing (OOH DN) service to housebound people over the age of 18 years in Brighton and Hove during the hours of 20:00 and 08:00 to ensure continuity of care to patients outside of normal business hours. This will include a handover with the PCN Community Nursing Teams (PCN - CNT) day service. The OOH DN service aims to assist in the management of patients to prevent avoidable hospital admission, act as a first responder and support timely hospital discharge.

The service will make scheduled and unscheduled visits to cover:

• Proactive management of patients with long term conditions over a 24-hour period

• Management of palliative care patients at home, in conjunction with the Community Martlets Team.

• Provision of intravenous therapy at home (where staff have been appropriately trained, competencies assured and equipment in place).

• Acting as first responder to GP calls overnight (where appropriate and staff competencies assured).

• Responding to calls from 111 or the professional support line (PSL) for admission avoidance or to support timely discharge.

This notice is an information gathering exercise only and therefore publication or response does not commit the Authority or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest and the information you provide will not be used to shortlist bidders or influence any bid scoring in the substantive procurement exercise. The Authority will not be liable for costs incurred by any interested party in participating in this exercise.

The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but are instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).

Any future tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations. The Authority will run a transparent tender process, treating all Bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services.
