Explanation:

Using Regulation 32 (2) (b) (ii) of the Public Contracts Regulations 2015, ONR propose to offer a contract to the University of Manchester, as an addendum to an existing graphite related contract, in the belief that no reasonable alternative or substitutive exists.

The proposed Service Provider has the unique expertise required to fulfil the complete scope of service requirements in the absence of any credible competition in the marketplace.
