Falkirk Council Children’s Service is seeking a provider(s) to deliver an alternative to continuing care and aftercare in an accommodation based resource. The provider will assist young people to gain the knowledge and skills necessary, and support them to make a successful transition to more independent living.

The duration of the Framework is anticipated to be 4 years with the option of a further 3 annual extensions.

two.2.4) Description of the procurement

The accommodation comprises 9, self- contained single occupancy apartments within a 3 storey building.

The service to be provided is an accommodation-based housing support service to support 8 young people with eligible after care needs. It is intended that one of the nine self contained apartments will be retained to accommodate emergency placements. It is recognized that the hours of support to each young person will vary depending on the support needs. Some young people may require a significant level of support to develop their ability to live more independently.

Access to the service will be provided 24 hours a day, 365/366 days a year.

Must have experience in providing Supported Accommodation for Care Experienced Young People as outlined in the Contract Requirement Summary.

Registration with the Care Inspectorate for the Services required.

Care Inspectorate Grading of 3 or above for all key questions.

SSSC Registration (see section III.2.1)

Ability to work as part of team around the child.

It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded

contract, the types and levels of insurance indicated below as a minimum:

Employer's (Compulsory) Liability Insurance = 10 000 000 GBP

Public Liability Insurance = 10 000 000 GBP

Professional Indemnity Insurance = 2 000 000 GBP.

The scope of services to be provided under this Framework falls within the definition of social and other specific services in Schedule 3 to the Public Contracts (Scotland) Regulations 2015 ("the Regulations") and therefore the procurement process shall be subject to the requirements of section 7 of the Regulations.
