NHS North East London Clinical Commissioning Group (NEL CCG) is seeking to commission Primary Care Network (PCN) Facilitators Service.
The Primary Care Network Facilitator service will cover all of North East London and will provide facilitators to work with primary care teams to support the early diagnosis of cancer. They will be responsible for supporting, educating and influencing primary care teams, health professionals and local health systems to improve cancer services in line with NEL Cancer Alliance’s programmes of work and strategy.
The service will support the NHS Long Term Plan and the Primary Care Network Direct Enhanced Service (PCN DES) requirements.

two.2.4) Description of the procurement
Until March 2022, North East London (NEL) Cancer Alliance had access to a cancer facilitator service which supported GP practices across London to make quality improvements. This work programme was discontinued due to lack of funding as a result of the Covid-19 pandemic; however, it was a valuable resource to support practices.
The Primary Care Network (PCN) Cancer Facilitators service will replicate aspects of the previous programme with a focus on supporting the PCNs to deliver quality improvements, earlier diagnosis of cancer and an increase in uptake of cancer screening. It will be available in all of North East London and will provide facilitators to work with primary care networks.
The cancer facilitator service will be responsible for supporting, educating and influencing primary care teams, health professionals and local health systems to improve cancer services in line with NEL Cancer Alliance’s programmes of work and strategy.
The service will support the NHS Long Term Plan and the cancer elements of the Primary Care Network Direct Enhanced Service (PCN DES) requirements.
The service aims to:
• Support PCNs to increase uptake of screening services
• Reduce health inequalities in early diagnosis of cancer
• Improve referral practices for two week wait cancer referrals
• Support quality improvements

In line with the Health and Care Bill it is envisaged that CCGs will be abolished and replaced by Integrated Care Boards (ICBs). Any reference to CCGs as Contracting Authorities in this procurement should be interpreted as referring to the ICBs that will take their place in due course.
The estimated total Value of the Contract is £421,047.90. The total value is based on an annual value of £210,523 per year. The Contract will be for a period of 2 years. The service is expected to commence in November 2022.
