Merthyr Tydfil County Borough Council (“The Council”) is inviting tenders from suitably qualified and experienced providers to deliver the Keyworking elements of its Families First Programme as detailed in the Contract documents and upon the terms and conditions contained in the attached Conditions of Contract.

The aim is to provide a dedicated key working delivery service through the Team Around the Family model to:

- Flying Start families (attributed to the Flying Start element)

- Non Flying Start families, with children aged 0-18 (attributed to the Families First element including part of the ring-fenced disability allocation) up to the age of 25

Provide a dedicated key working (as described in this contract) delivery service through the TAF model to:

- Flying Start families (attributed to the Flying Start element)

- Non Flying Start families, with children aged 0-18 (attributed to the Families First element including part of the ring-fenced disability allocation) up to the age of 25

The service will support a minimum of 300 families through the delivery of a minimum of 2450 face-to-face sessions a year through individual support and group work per year.
