Aimed at:Any organisation which may be interested in bidding for either Domestic Abuse Safe Accommodation services (3 Lots) and/or Domestic Abuse Respite Services for people who are rough sleeping, or at risk of, and have experienced Domestic Abuse or are at risk of such violence or abuse and have particularly complex needs.

Background

Liverpool City Council is seeking to commission suitably qualified and experienced organisations to provide a range of accommodation and support for victim and survivors of domestic abuse. This opportunity is the result of a new burdens funding being made available to Liverpool City Council through the Domestic Abuse Act 2021.

Liverpool City Council are undertaking a provider market engagement session ahead of its intention to commission 2 differing domestic abuse safe accommodation services as follows:

1. Domestic Abuse Safe Accommodation - these are a range of services with a minimum of 58 units required across 3 Lots as follows:

• Minimum of 32 units for women with children

• Minimum of 22 units for women with no children

• Minimum of 4 units for men, including men with children

It is an essential requirement that there is flexibility across these services to accommodate people with protected characteristics.

The Contract will be for an initial 12-month period with 2 further 12 month options to extend.

2. Domestic Abuse Recovery Service - this service is for people who are rough sleeping, or at risk of, and have experienced Domestic Abuse or are at risk of such violence or abuse and have particularly complex needs.

This contact is for 2 years with a further 12-month option to extend

Purpose of the Event

At the event the Council will set out:

• Its current commissioning position for the future development of both Safe Accommodation and Domestic Abuse Recovery Services

• the outcomes which the future service will be required to deliver, and

• the procurement process which it is intended to utilise and proposed procurement timelines.

The event is intended to give the provider market an opportunity to hear about (and provide feedback on) the Council's intentions for the future of both a range of Safe Accommodation and Domestic Abuse Recovery Services. Providers will have the opportunity to discuss any issues directly with the relevant commissioning officers from the Council.

Feedback from the provider market will help the Council fine tune its intentions and shape the procurement process to ensure it operates as smoothly and efficiently as possible.

• Q&A
