two.1.4) Short description

HSE is seeking to appoint an experienced and competent Concessionaire to operate the HSE GRIP Rating Scheme as a service concession and to provide all aspects of test development, sales and marketing, customer support and fulfilment services for its scheme. HSE expects to supply IP to support the development of the test equipment and the running of the scheme. HSE also expects to lead the quality assurance of the scheme through an audit and/or PT scheme to be agreed with the partner organisation.

HSE is seeking to award a five year contract.

Both HSE and the current service provider do not consider that TUPE applies in respect of the proposed concession service agreement. Tenderers should prepare their submission on this basis.

HSE is open to receive bids from a single Concessionaire or from consortia. HSE is also open to bids that assume the involvement of 3rd parties (e.g. for equipment manufacture). HSE will expect that the Concessionaire will guarantee the output of any 3rd party and will advise HSE prior to engaging them.

two.2.4) Description of the procurement
