The Department for Education (DfE) is responsible for funding and standards in

education, which includes supporting the delivery of building and maintenance

programmes for schools, academies, free schools and sixth-form colleges. At our heart, we are the department for realising potential. In respect of our school buildings, our

vision is to provide good quality spaces and places to help schools deliver an excellent education for all children and young people.

The Net Capacity Assessment programme (“NCA”) is a programme to undertake a data collection exercise of up to 5000 secondary schools and special schools in England; with the potential future inclusion of FE colleges.

The data collected will encompass room level data such as room size, room use and

room type, and will be collected by surveyors contracted to the Department for

Education. DfE will also require a data capture solution to support the contracted

surveyors to undertake this activity.

The Net Capacity Assessment (NCA) is an understood methodology for assessing the number of pupil places available, 'the capacity', at a school. It provides a single, robust and consistent method of assessing the capacity of schools. An NCA Programme will ensure we have accurate, up to date data on the capacity of schools, to support decision making by the DfE and our stakeholders about how to use the school estate and target capital efficiently and the data will used by the

Authority and local authorities to measure and plan School/FE College

places provision.

DfE requires suitably qualified organisations to undertake the assessments utilising the allocated data capture solution.

This PIN is issued by the DfE to engage with the market seeking views for the potential for DfE’s future procurement approach for the delivery of required Surveying Services and associated IT Solution.

The market engagement event will outline the current thinking and provide information around the NCA Programme and seek views for industry specific organisations.

two.2.4) Description of the procurement

The NCA programme will be undertaken between 2023 and 2025. In addition to a number of surveying organisations ("SOs") to undertake the data collection itself, the department intends to procure a data capture solution. This notice relates to the

procurement of the data capture activity (the Surveying Organisations).

The SOs will be required to work together with the aforementioned IT Solution supplier. It is anticipated that the IT solution will be procured first and

we wish to test our current thinking with the market.
