Description

NOTE Site Visits Timings:

Suppliers wishing to view the early years provision at Lot 1 Meadows should be aware that the centre and nursery will be open for viewing by arrangement (please give at least 3 working days notice of intention to view) on Tuesday and Wednesday, 29th and 30th April from 6.30 pm after the early years provision has closed.

Suppliers wishing to view the early years provision at Lot 2 Broxtowe should be aware that access will be by arrangement with a minimum of 5 days' notice after 3.30 Monday - Friday after Wednesday 23rd April.

This is a light touch special regime concession contract as per Sections 8 and 9 of the Procurement Act 2023. The process to be used will be the Open Procedure as per Section 20 of the Procurement Act 2023. This means Suppliers will submit Core Supplier Information and a Procurement Specific Questionnaire alongside their Tender. Where a Supplier fails the Core Supplier and/or Procurement Specific Questionnaire requirement, their Tender will not be assessed.

The Authority wishes to invite tenders for the supply of works Early Years Provision under a Concession Contract. This opportunity is split into two Lots.

• Lot 1: Early Years Provision at Meadows Family Hub

• Lot 2: Early Years Provision at Broxtowe Family Hub

Please note that the Early Years Provision at Broxtowe Family Hub was previously advertised as CPU6575 with procurement identifier of ocds-h6vhtk-04e8dc under the Pipeline Notice (UK1) and Planned Procurement Notice (UK3). That procurement has now been terminated and the requirements will be purchase under this procurement process.

The Family Hubs purpose is to provide integrated services to support children and families in early years. There are a number of other services such as breast-feeding support, SEND support, domestic abuse support available at the hubs

The Supplier will be expected to provide a high-quality childcare service which meets the needs of the local population, giving priority to Children eligible for Early Years Entitlement funding and/or Children in Need and work collaboratively with the other services within the family hubs.

The Supplier will be expected to work alongside Nottingham City Council's Early Help Teams, which provide co-ordinated support services built around the needs of children, young people and their families at a local level. Early Help Teams provide effective integrated services that improve outcomes for children, young people and families by:

• Providing better co-ordinated support services built around the needs of children, young people and their families, at a local level.

• Improving access to universal and additional support by direct delivery through integrated teams, including wider partnerships; and

• Providing a wide range of extensive support for children, young people and families with more complex needs through Locality Teams.

The specification provides more detail of the Authority's requirements.

The successful Supplier deliver childcare services and will be required to have an existing OFSTED rating of good or above or, if 'satisfactory', are working at a good or above grade as indicated by the Local Authority Quality Improvement Process.

The Supplier will not receive any income from the Council. The Supplier will have the opportunity to generate income by operating their business from the Council's Family hub, benefitting from rent free provision and close connection to the other Family Hub services. In return, the Supplier will be expected to contribute to the running costs of the building, provide a high-quality childcare service which meets the need of the local population and work collaboratively with the other services within the family hubs. Income will be generated from individual families choosing the service, either utilising the government voucher scheme or paying privately.

The Supplier will provide a OfSTED-registered service for 0-5 year olds.

The Supplier will also sign a property lease agreement alongside the services contract.

TUPE

This is not a new service, and it is currently being supplied by an incumbent supplier. TUPE information has been collected. However, it is essential that potential Suppliers understand that the Council has no view as to whether TUPE applies on the award of this contract. Potential Suppliers are advised to seek their own legal advice regarding this issue.

Lots

The intention is that no single Supplier will be awarded more than one Lot, though this is dependent on suitable Tenders being received for both Lots.

Contract Term

The Authority proposes to enter into contracts of an initial period of 5 years, with a possible extension period of a further two years. Note the contract will end on the 31 August 2030, even if it starts later than the intended date of 1 September 2025.

Description of how multiple lots may be awarded:

1. Subject to the suitability of Tenders received, the Authority is seeking to appoint different Suppliers for each Lot.

2. Suppliers may bid for both Lots. Each Lot will be evaluated individually using the responses submitted by the Supplier for that Lot.

3. Suppliers will only be awarded one Lot, subject to point 5., even if they come first in both Lots. In this scenario the successful Supplier will be awarded their preferred Lot, with the second ranked Supplier in the other Lot being classed as successful.

4. Suppliers are required to state their preferred Lot.

5. Where there are no suitable Tenders received for a Lot this may lead to a scenario where a Supplier is awarded both Lots as per point 6.

6. If a Lot receives no suitable Tenders (no bids, or Tender scores do not meet minimum score threshold) the Tenderers who submitted Tenders for the other Lot will be offered the remaining Lot in order of the ranking of that other Lot.

7. The Authority reserves the right to:

• not to award any contract for any Lots.

• award a contract for one Lot only.

• to award both Lots to one Supplier in the circumstances explained above.

The successful Supplier deliver childcare services and will be required to have an existing OFSTED rating of good or above or, if 'satisfactory', are working at a good or above grade as indicated by the Local Authority Quality Improvement Process.

The Supplier must demonstrate their experience in the past 3 years of delivering requirements that are the same or similar* as asked for within the specification.

The Supplier must have a member of staff with a full and relevant Level 3 qualification in early years education.

The Supplier must have an Ofsted rating of above 'Requires Improvement' or 'Inadequate' for 50% or more of their Ofsted Rated settings.

The Supplier must make DBS checks every three years on relevant staff.
