This is a Modification notice to indicate that the Scottish Ministers intend to increase the duration of the extension to the contract by a further period of nine months to 31 March 2022 to ensure continuity of communication support services during the Covid19 pandemic and to allow Transport Scotland to procure future communication support services in accordance with The Public Contract (Scotland) Regulations 2015 beyond 31 March 2022.

The scope of the Contract remains as awarded and will include compliance with and delivery of all services described in the prequalification prospectus.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Due to the on-going significant challenges presented by the COVID19 pandemic and restrictions to normal working practice, continuity of communication support services provided on all of our live projects during this period of uncertainty it is considered to be business critical as we continue to follow the Scottish Government’s Route Plan out of lockdown.

The importance of consistent communication and continuity of message delivery during these challenging times is an overarching factor in seeking this further extension. We continue to have a significant programme of major improvements currently progressing through various stages of design development and statutory procedures.

Key staff resource required to prepare and procure a new contract and provide project governance has continued to be constrained due to pivoting to support the recovery from the effect of the ongoing COVID19 pandemic.
