Manchester City Council Public Health Department is looking to enter into a contract for tobacco addiction treatment service for adults in Manchester.

Manchester City Council is intending to award the contract to an existing provider following Direct Award Process C under the Health Care Services (Provider Selection Regime) Regulations 2023.

The contract is for three years running from April 2025 to March 2028.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by 28 April 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR'.

The award decision-makers are officers in the Department of Public Health at Manchester City Council. No conflicts of interest or potential conflicts of interest of individuals making the decision were declared.

In its decision-making, the Council considered the following key criteria in its assessment:
