Notice of the Council's intent to issue a Tender for the delivery of community-based Early Intervention and Intensive Family Support Services to children and families across Glasgow City. Contract Term is 4 years plus options to extend for two additional periods of +2yrs and +1 yr.

two.2.4) Description of the procurement

Glasgow City Council wishes to notify the market of its intention to advertise a tender in the coming weeks for the provision of an Early Intervention & Prevention and Intensive Family Support Service for children and families.

The Service will be delivered in families’ homes and within their communities and prospective tenderers must ensure their workers are able to travel to families anywhere within the locality for which the Service is provided.

The number of Providers per lot is still to be determined. The procurement is planned to take place via an Open Tender process.

The Council will be inviting tender bids for the provision of an Early Intervention and Prevention and Intensive Family Support Service to deliver packages of support that will improve outcomes for children and young people within and on the edges of the care system, with a focus on caring for young people within their family homes and local communities.

The Council is looking to appoint Providers to support a person-centred, strengths-based and proactive approach to the development of this Service, and for all children and families who are identified for this provision.

In developing this service and setting in place this contract, the Council is seeking to:

- Support children to remain at home, with their families and within their community, delivering support via strengths-based assessments and interventions.

- Prevent future admissions into Local Authority care by working in partnership with other agencies to provide a timely, responsive and flexible, wraparound support service to children, young people and families.

- Create a culture where those working with children and young people respect, uphold and champion their rights, in accordance with UNCRC The Independent Care Review.

- Create and strengthen pathways of community support for families in relation to poverty, digital inclusion, housing, employability, mental health, education and overall health and wellbeing.
