Description
The City of London Corporation (the City) is seeking to commission Provider organisations with demonstrable experience in delivering complex health and social care services to deliver Inpatient Detoxification and Stabilisation (IPD) beds. This model will support both London residents and individuals who are sleeping rough or at risk of sleeping rough.
Building on the existing Pan-London Substance Misuse Programme, the Provider/s will help realise the City’s ambition to:
• Establish long-term, sustainable, and geographically dispersed IPD provision that effectively meets diverse and complex client needs; and
• Deliver equitable, pan London access to IPD beds for all London Local Authorities.
Estimated Contract Value: £2.3m per year @ three-year contract = £6.9m plus potential for innovation fund.
This initiative represents a significant opportunity to collaborate with partners across London to transform the delivery model for Inpatient Detoxification and Stabilisation (IPD) service. The aim is to create accessible, inclusive and responsive IPD delivery that supports health inclusion groups and contributes meaningfully to reducing health inequalities across the capital. The IPD provision will deliver a broad range of care to meet diverse and complex client needs.
A key feature of the IPD service will be the strategic distribution of IPD bedspaces to support equitable access with a particular emphasis on increasing availability within London and surrounding region of M25
The model will encompass:
• Specialist inpatient medically assisted withdrawal beds
• Residential medically assisted withdrawal beds.
To provide the required stability and guaranteed access, block booking of a proportion of IPD bed capacity will be essential.

Please note that this is not a call for competition.
The following are pertinent to this Preliminary Market Engagement (PME) Questionnaire. Suppliers responding must have:
• An understanding of what the City of London Corporation (“the City”) is aiming to deliver.
• An experience of working with Local Authorities.
• Capability to comply with the Corporation’s requirements for the London IPD Framework Model.
• An excellent approach to customer service,
For the avoidance of doubt, this notice is for the purpose of conducting a Preliminary Market Engagement (PME) exercise and will not formally begin the procurement or constitute any commitment by the City of London Corporation to undertake any procurement exercise.
Participation in the PME will be at each organisations own cost. No expense in responding to this PME will be reimbursed by the City.
Preliminary Market Engagement (PME)
PME in this case is where the City, at an early stage in the development of its proposals but prior to formulating any formal procurement opportunity, seeks input from the market as to what might be the most attractive way of packaging and scoping a future procurement opportunity.
This exercise will provide an opportunity for the City to obtain insight into how participants might approach the delivery of the service in question. It also gives a useful early insight into the likely level of interest in a proposed project from that market.
Participants must also note that a response to this notice does not guarantee an invitation to participate in this or any future procurement that the City may conduct, nor that the City will procure any such supply and services or accept any proposals offered. Any Procurement of the supply and services by the City will be carried out strictly in accordance with the Procurement Act (PA23).
The City has developed a questionnaire (attached at the end of this document) that they would like interested parties to complete.
As stated above, the outcome of the PME exercise will inform an options appraisal with recommendations.
